A hospital is looking for the supply and delivery of liquid petroleum gas for 3 contractual years
The University Hospital of the West Indies (UHWI) is requesting proposals from suitable qualified companies to provide liquified petroleum gases for patients at the hospital
To provide quality services to the clients 24/7, it is vital that all its support services are tuned and continuously upgraded to cope with their patient requirement.

To obtain uninterrupted supply of liquefied petroleum gases (LPG) for hospital use
Minimum qualification
Track record of the company must have a minimum of 10 years in the business
The business should have a certificate of compliance with ISO or its equivalent and possess all the relevant safety standards certificates
Provisions
The supplier
is capable to provide the quantity of LPG needed by the hospital to maintain as buffer stocks or assurance of availability of medical gases at any time
is capable to provide immediate replacement of full cylinder with defect
is capable to conduct monthly inspection and inventory of tanks with the assigned staff of hospital for monitoring purposes
is capable to deliver Monday to Sunday and public holidays
shall have a certificate of product registration and certification
shall be responsible for the loss, damage or any untoward incident that may occur in time of delivery of their staff, if the said loss or damage can be attributed to act, omission, direct negligence or fault of the said staff
The hospital shall provide safety storage within its premises for the medical gases delivered by the supplier
Consumption of proposed LPG boiler
Consumption of hourly, daily, weekly, monthly, and yearly usage was calculated and outlined below
The type of gas is propane
Boiler usage: 12Mbtu/hr- 8:00am – 6:00 pm =10hr x 12Mbtu =120Mbtu x 1,000,000=120,000,000 Btu/91,500=1,311.47 gallons
Boiler usage: 4.8Mbtu/hr-6:00pm – 8:00am = 14hr x 4.8Mbtu=67.2Mbtu x 1,000,000=67,200, 000Btu/91,500=734.42 gallons
Therefore, daily consumption for a 24-hour day is 1,311 gallons plus 734.42 gallons = 2,045.2 G/ day
Weekly usage: 7 days x 2,045.42 gallons = 14,317.94 G/week
Monthly usage: 4 weeks x 14,317.94 gallons = 57,271.76 G/m
Yearly usage: 12 months x 57,271.76 gallons = 687,261.12 G/y
A total consumption of 14,317.94 gallons is calculated for a weekly use and a reserve of two weeks supply is required to be on site for any unforeseen situation which may prevent supply when due
Requirement for supplier
A storage tank should be erected by the supplier of the LPG in complying with the international guidelines such as International Fire Code and NFPA 58
All engineering designs and technical, maintenance and operational specification must conform, as a minimum, to the American National Fire Protection Association (NEPA) Codes, Standards and Recommended Practices and the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Codes and Standards

venting, where applicable
corrosion protection

supports foundation and anchorage

Prior to being awarded the Contract, the successful bidder will be required, upon request by UHWI, to furnish evidence of proper licensing and permits for all equipment and personnel to be operated or employed within it’s premises for the performance of the work
The supplier is responsible for obtaining the necessary local approvals. Where the successful proponent fails to furnish such evidence to the satisfaction of the UHWI within 3 days of being requested to furnish it, UHWI reserves the right to consider this a factor in its decision to award the contract
The successful bidder is also required to ensure their employees are equipped with the necessary safety equipment, such as hard hats, gloves, hearing protection, clothing and safety footwear, as required by UHWI. They should ensure that these equipment are used where necessary and/or where dictated by the safety manager
Product quality
The successful proponent will provide specification for all fuel supplied
Certification of analysis and quality certificates shall be provided on request
The procuring entity will be responsible for the connection of the boiler.
