4. Description: The Awarding Authority comprises an area of 228 square miles, combining attractive coastline with many pleasant open spaces. The borough has a population of 157,000 and is a popular location for holidays, particularly in summer and for families and those seeking activities outdoors.
Since its inception in 2015, the Council has operated an annual Expression of Interest competition to operate on a range of Council sites among mobile Vendors of Ice Cream. Due to demand from other mobile Vendors, from 2021 this competition will be extended to Vendors of a) Ice Cream and b) Hot Drinks. Vendors of either product will also be allowed to sell a range of ancillary products (crisps, confectionery etc) but not hot food.

The Council is aware that some Ice Cream Vendors can supply both Ice Cream and Hot Drinks, however separate bids to supply each product must be submitted.
Successful primary Vendors who supply Hot Drinks only should be aware that there may be a primary Vendor of Ice Cream on the same site who also has the ability to sell Hot Drinks. There is no practical way the Council can restrict this, so the primary Vendor of Hot Drinks must either accept this element of competition or will have the option to withdraw from the competition before the contract period begins, should this situation arise.
