4. Description: The Awarding Authority wishes to explore the market, to identify
interest from experienced contractors to provide a cashless parking system solution.
The Public Estates and Housing Division of the Department of Infrastructure is responsible for maintaining much of the infrastructure upon which the Isle of Man Government relies to provide its services. The Division manages properties held by the following Government
Departments
Department of Education Sport and Culture
Department for Enterprise
Department of Environment, Food and Agriculture
Department of Health and Social Care
Department of Home Affairs
Department of Infrastructure
These properties comprise the following services
Essential Services: Health, Care and Education settings, Emergency Services, AirportPorts
Administrative: Office, Judicial and Legislative buildings
Tourism and Leisure: Heritage Railway Buildings, Sports Facilities, Theatres, Wildlife Park
Economic: Industrial Estates and sites
Car Parks
The Division is looking for a cashless App / web based system for car parking charges that will meet the needs described below. Initially for a single location, the system maybe extended across the Department’s surface and multi-storey car parks Potential suppliers must be able to demonstrate a commitment to quality and value for money.
They must also demonstrate a credible knowledge and understanding of the provision of such systems, records management systems, and web and mobile based services.
The core functionality of such a solution should encompass the following key business areas relating to its operation
Accredited to PCI-DSS Level 1
Compliance with
Data Protection Act 2018 (UK)
Data Protection Act 2018 (Isle of Man)
Data Protection (Application of the GDPR) Order 2018 (Isle of Man)
Freedom of Information Act 2015 (Isle of Man)
Multiple platform access such as web, IOS, Android and landline with an Isle of Man Number (01624)
Financial transparency on all charges and costs.
Client access to web based reporting.
