260-home development plans to be discussed

Plans for a mixed-use development comprising more than 260 homes and commercial space on a site in Leeds are set to go before councillors later this week (21 November 2019).Artisan Leeds Kirkstall, supported by the planning and development team from CBRE’s Leeds office submitted a full planning application to Leeds City Council earlier this year for the residential-led redevelopment of the former Kirkstall District Centre.The ‘Kirkstall Place’ development would comprise 263 homes and flexible commercial space.A mix of accommodation would be created, including 80 family town houses and 183 apartments with one, two, three and four-bedroom units.The development would also include 231 spaces as well as 310 cycle spaces for residents and 30 for visitors.A position statement on the new proposal will be considered by the council’s City Plans Panel on 21 November.A planning officer’s report to be considered at the meeting said: “This scheme is considered a significant regeneration opportunity that could contribute positively to the regeneration of the site and provide a quality development.”Committee members will be asked for their views on the affordable housing provision, landscaping and parking.The site is currently occupied by a Harvard Mills retail unit, having previously been in use as a supermarket, as well as a number of derelict buildings.An application for a supermarket and retail units on the site was submitted in October 2012, but was withdraw after concerns were raised over traffic and the overdevelopment of the site.A pre-application was also submitted in June 2017 for 434 residential properties, as well as office, retail and leisure units.
