Energy centre proposed for Flintshire

A new energy centre to generate both electricity and heat could be built on a chemical site in Flintshire, with plans set to be submitted to the council.Wersa AG has requested a screening opinion from Flintshire Council to determine whether an environmental impact assessment (EIA) is required.A letter to the council has revealed details of the proposed development, which would comprise three pyrolysis units, a storage hall, production halls, shredder and exhaust flues.The scheme would be built on Warwick Chemicals/Lubrizol site at Dock Road, Mostyn Dock, which is a chemical manufacturer providing bleach activation systems to the global fabric and home care markets.The proposed energy centre would utilise non-hazardous commercial and industrial waste as the feedstock, including household cables, cable insulation, wind turbine blades and non-recyclable plastic, and would generate both electricity and heat. The planned development comprises an incineration plant.The three pyrolysis units will each have a capacity of one ton per hour each, with a maximum combined capacity of 72 tons of non-hazardous feedstock per day and a combined maximum capacity of 26,280 tons per annum.The pyrolysis process would generate syngas and heat, while the syngas would be used in gas engines to generate electricity.Lubrizol would use the electricity and heat on site and any surplus electricity would be exported to the grid. It is envisaged that the plans would produce approximately 2MW of electricity along with thermal heat.The letter said that the proposed development is unlikely to have significant environmental effects.
