Description: The Awarding Authority requires an organisation or individual with the relevant skills, expertise and experience to deliver an independent evaluation of the overall impact of the Youth Arts Fund.In August 2020, the Scottish Government announced that the culture and heritage sectors in Scotland were to benefit from a £59 million funding package to protect jobs and help the industry weather the effects of the coronavirus (COVID-19) pandemic.As part of this announcement, £4.25m was allocated to support youth arts and ensure creative opportunities for children and young people continue to exist across Scotland despite the COVID-19 pandemic.The development of the Youth Arts Fund was based predominantly on the existing principles and processes of the Youth Music Initiative (YMI), a Scottish Government programme administered by Creative Scotland that ensures children and young people in Scotland have access to high-quality music-making opportunities. There was an imperative to implement the Youth Arts Fund quickly in order to meet the immediate support needs of the youth arts sector in the wake of the COVID-19 pandemic. The existing structures of YMI allowed Creative Scotland to distribute these emergency funds across the sector quickly and efficiently. There is also a wealth of information about the long-term impact of YMI (see annual impact reports) that supported understanding of how and why wider support for youth arts could be delivered.Creative Scotland requires an organisation or individual with the relevant skills, expertise and experience to deliver an independent evaluation of the overall impact of the Youth Arts Fund and a review of the processes implemented by Creative Scotland to deliver this.We will use these findings to understand the impact the Youth Arts Fund has had on children and young people, on freelance artists and creative practitioners and on the youth arts sector in Scotland.
