Green light recommended for mixed-use cinema plans

Revised plans for a mixed-use development featuring a cinema, restaurants, apartments and ‘sky bar’ on the site of a former water park are recommended for approval when they go before councillors later this week (5 September 2019).Benchmark Leisure, supported by The Harris Partnership and Surface Planning, is behind the proposals for the redevelopment of the former Atlantis water park site in ScarboroughPlanning consent was granted in 2017 for a cinema, commercial units and 24 apartments on the site. However, this scheme is now considered to be “financially unviable” and an increase in the number of residential units is said to be required to bring forward the development.Full planning permission is now sought for a six-storey mixed-use development featuring 53 apartments in two blocks.Also included in the plans is a six-screen cinema, five restaurant units, five retail units, a gym and a ‘sky bar’ with balcony. Twelve staff and 59 customer parking spaces would be provided.The new application will go before Scarborough Borough Council’s Planning Committee on 5 September. It is recommended for approval, subject to completion of a legal agreement, in an officer’s report prepared for the meeting.
