Major Blackburn scheme set to advance

Plans to build almost 350 homes in Blackburn look set to move ahead this week, on the provision that a £1.5m payment be secured.McDermott Homes is behind the application, which concerns a site on Ellison Fold Way.It formed part of the Ellison Fold Colliery, which closed around 1913, and contains a number of mine shafts and features associated with its former use.Full permission is being sought for 343 homes, of which 67 would be affordable.Site one will comprise 324, with site two accommodating 19.The application is set to go before Blackburn Council’s planning committee on 27 May with a recommendation for approval.However, it is dependent on securing a £1.5m contribution – via a Section 106 agreement – towards highway improvement works, sustainable transport initiatives, education provision and green infrastructure.
