Major industrial development set to move forward

A site in Lancashire looks set to be redeveloped into a commercial scheme after plans were recommended for approval.Land on the corner of Carl Fogarty Way and Thornley Avenue in Blackburn has been earmarked for industrial units by applicant Inceptum2 Management.Full planning approval is sought for the redevelopment of the site to provide for a new two-storey building with parking, servicing yard and vehicular access.The building will accommodate four commercial units with a cumulative floor area of approximately 10,000 sq ft.The application originally went before Blackburn with Darwen Council’s planning and highways committee in May. Planners recommended it for approval subject to planning conditions and the completion of a section 111 agreement to secure a contribution towards off-site highway work.The legal agreement has yet to be completed and as a consequence the applicant is now seeking to address drainage issues in order to avoid the application of pre-commencement conditions.A report set to be considered by Blackburn with Darwen planners has once again instructed the application to be approved subject to conditions.”The proposal remains in accordance with the council’s development plan, which supports new commercial developments and associated works within the defined urban boundary, provided they constitute sustainable development and accord with the development plan when taken as a whole,” the report added.Blackburn with Darwen planners will discuss the application at a meeting on Thursday 15 September.
