Pair of residential towers set for approval

Plans for a pair of residential towers of 26 and 31 storeys at a location in the south of Leeds city centre look set to get the green light next week (27 January 2022).Whitehall Road (Leeds), a partnership between landowner Hub and Bridges Fund Management, submitted an application to Leeds City Council last year for development on land at the former Doncaster Monk Bridge Works off Whitehall Road.The brownfield site is rectangular in shape and part of the wider Latitude commercial development scheme. It is located to the south of a grade II-listed viaduct dating back to 1846.The plans for Latitude Phase Purple A comprise two residential towers of 26 and 31 storeys, featuring a total of 488 apartments.The towers would be linked via a double storey height podium level providing rooftop amenity space for residents.To add visual interest, 33 projecting balconies and 164 Juliet balconies would be included across the two towers.A total of 418 bicycles spaces will be provided on site, as well as parking from 21 cars.A tree-lined area of new public realm would be created between residential complex and the viaduct.The plans will be considered by the council’s City Plans Panel on 27 January and are recommended for approval, subject to conditions, in an officer’s report prepared for the meeting.Pre-application proposals were presented to the council in August 2021. Following discussions, one of the buildings has been moved away from the viaduct, the housing mix has been reviewed, a play space and cycling provision has been included, and additional balconies have been included.The project team includes, Carey Jones Chapman Tolcher, Robert Bird Group, Max Fordham, Avison Young, MRG and Mosodi.
