Pipeline Framework: ECC Passenger Transport Dynamic Purchasing System
A pipeline has been launched for ECC Passenger Transport Dynamic Purchasing System.The contract start Date is 1 January 2024. Approach to market date is 1 November 2023.Essex County Council (ECC) wish to inform suppliers of the future establishment of a new Dynamic Purchasing System (DPS) to deliver Passenger Transport services as detailed in future Service Specifications from 1 January 2024.ECC are required to provide transportation services and assistants for passengers who qualify under statutory and discretionary policies. These services include, but are not limited to, Education transport including Mainstream Education transport, Special Educational Needs & Disabilities transport, Adult Day Care Centres and Services.In addition, Essex County Council is required to consider the provision of Local Bus and Demand and Responsive Transport services where they are not provided by the private sector on a commercial basis.Categories under the DPS shall be split by type and specialism.The new DPS agreement will aim to bring continuous improvement measures to ECC’s continuing service offer in line with commitments, plans and strategies for the future of Essex, including Everyone’s Essex: our plan for levelling up the county.In line with this Prior Information Notice, Essex County Council will be publishing Early Engagement Notices to inform suppliers of any market engagement sessions which will take place this year. Market engagement sessions shall be conducted to inform suppliers of any key components which shall form part of this future agreement (this may include but is not limited to the Services Specification, Performance Framework and Quality measures).ECC estimate that suppliers will be required to start enrolment to the DPS from November – December 2023 to ensure establishment of the DPS by 1 January 2024.Please note that the content of this notice is subject to ECC’s internal governance processes. Upon approval, a further notice will be published guiding providers to the opportunity for enrolment via ProContract ().This is a potential opportunity from the government, and the pipeline gives advance notice of an opportunity that might be offered by the public sector in the future – allowing potential suppliers to plan accordingly.
