Pipeline Framework: European Gas Market Interventions Research

A pipeline has been launched for European Gas Market Interventions Research.The contract start Date is 1 February 2023. Approach to market date is 9 January 2023.BEIS would like to undertake research into the potential impact of EU legislation to the European gas market and their potential implications for the UK as Europe aims to strengthen the gas market ahead of the 2023 storage filling season and subsequent winter. The project seeks to improve HMG understanding of the implications of EU market interventions, in response to unprecedented high gas prices observed post Russia’s invasion of Ukraine. BEIS has been leading cross-HMG analysis and working with external stakeholders. We seek to deepen our understanding and a dedicated research project is essential to this.A number of key EU Commission meetings will occur in December to determine the final intervention in the market. This includes:- December 13: Extraordinary European Energy Council- December 15: European Council meeting- December 19: European Energy CouncilThe research proposal will be worked up alongside the Commission’s developments in order to go to tender in early January. This will be a fast-paced project requiring significant resource over a period of around 2 months, to be completed by the end of March. Due to the tight timescales involved, it will not be possible to negotiate over the conditions of the contract.Further information will be released about this opportunity in due course for a rapid tender exercise in early January.This is a potential opportunity from the government, and the pipeline gives advance notice of an opportunity that might be offered by the public sector in the future – allowing potential suppliers to plan accordingly.
