Pipeline Framework: FM22100 – Construction Products Regulation International Comparison
A pipeline has been launched for FM22100 – Construction Products Regulation International Comparison.The contract start Date is 17 October 2022. Approach to market date is 5 August 2022.The purpose of this notice is to notify the market of the upcoming opportunity, the Contract Notice for this procurement is due to be published on Friday 5th August 2022. An overview of the requirements are provided below.OPSS wish to appoint a supplier to conduct a report involving an international comparison of approaches to co-ordinating regulation of construction products. It will aim to identify and analyse solutions what foreign Governments have implemented to solve challenges and deliver outcomes for their citizens. Through a literature review and interviews, this report should seek to assess the factors for the success of implementing policies and measures and also highlight challenges and potential risks.The report will provide the UK with case studies of what could or could not work in the UK and present UK policymakers with opportunities for the UK to emulate successful policies and approaches and avoid potentially costly and damaging mistakes.By placing the UK’s regulatory capacity within a hierarchy of other countries, it will help define the UK’s domestic approach to the regulation of construction products that are produced within and imported to the UK. This research is to align with delivery on the Government’s strategy of “To have the world’s most effective border that creates prosperity and enhances security for a global United Kingdom”.This will also further enable OPSS to understand the interrelationship between national regulatory systems, with a view to improving the ease of doing business for UK and overseas businesses by designing regulatory approaches that avoid duplication, better consider risk factors, are more able to target dangerous imports and exports, and that better support UK businesses to trade in the UK and overseas.For the avoidance of doubt this notice is not a call for competition at this stage.This is a potential opportunity from the government, and the pipeline gives advance notice of an opportunity that might be offered by the public sector in the future – allowing potential suppliers to plan accordingly.
