Pipeline Framework: Time Credit Plan for Vulnerable Adults

A pipeline has been launched for Time Credit Plan for Vulnerable AdultsThe contract start Date is 01 July 2017. Approach to market date is 01 May 2017Cornwall Council intends in the near future to source a development partner to help it create a new system of ‘Time Credits’ for a cohort of vulnerable adults.Time Credits are a form of Time Banking. They are a proven means of encouraging people with complex needs to engage in volunteering and social action as part of building their confidence and social networks. We are looking for an experienced supplier to support the setup, development and growth of a local Time Credits model as well as the recruitment and training of a local Time Credits Co-ordinator who will oversee day to day operational management of the project. Our plan is to develop a model that will support active citizenship and community resilience through providing accessible volunteering opportunities for some of our most vulnerable people. There are a set of slides for suppliers about the Council’s evolving approach to Time Credits is attached to this notice.The Council is looking to use its arrangement with NEPRO, to source a development partner who can help us implement this approach locally. We will be issuing more information via NEPRO about this opportunity in the coming months. NEPRO is a private limited company that sources, appoints and manages consultancy and specialist professional service suppliers for the UK public sector. The decision to use NEPRO to find a Time Credits development partner follows from the Council’s recent decision to award a brokerage contract with NEPRO to source third party consultants from. (See for more information about NEPRO).The Council is encouraging consultants to consider registering with NEPRO to indicate their availability for public sector work in Cornwall, and advertise their skill set and capabilities.
