Plan for 189 homes to built on edge of Carlisle

National property giant Taylor Wimpey wants to build 189 new homes on land next to the Carleton Clinic, to the east of Cumwhinton Road.Persimmon already has permission for a separate 189-home development in the Cumwhinton Road area. This scheme, to be named Speckled Wood, includes two, three, four and five-bedroom homes.The new Taylor Wimpey planning application was submitted to Carlisle City Council planners this week.The massive 5.72-hectare site is currently unused farmland to the west of the M6 motorway.It is one of several parcels of land on the old Garlands hospital site being sold off by the Cumbria Partnership NHS Foundation Trust, which runs the Carleton Clinic. It will not affect health services currently provided there.Initially the vision was for 198 family homes, 20 per cent of which would be classed as affordable.But the final plan for the proposed estate, on the south eastern edge of the city, is for 189 homes, combining two-, three- and four-bedroom properties.They are mainly family homes with some smaller dwellings for first-time buyers. The breakdown is 106 three-bedroom homes, 76 four-bedroom houses and seven two-bedroom properties.These will be a mix of bungalow and two-storey dwellings, including detached, semi-detached and terraced homes.A total of 30 of the homes will be classed as affordable – 10 two-bed bungalows, seven two-bed houses and 13 three-bedroom houses.Half of these will be social housing for rent and half discounted ownership.The site will be accessed by car via Cumwhinton Drive.The plans include public open space along the eastern boundary and an informal play area with timber equipment such as balance beams.Some of the existing woodland will be retained with the company promising additional planting to ensure extensive green space.There will also be pedestrian and cycle access throughout the development.Taylor Wimpey said the economic benefits would include about 100 jobs, including directly employed construction staff and knock on employment in the supply chain. It added that the residents of the development will spend an estimated £4.4m locally.A further 60 new homes could be built on land to the west of Dalston Road in Carlisle.Story Homes has submitted an outline planning application for a 2.4-acre area of farmland.The site is part of a large area of land on the south-western edge of the city, stretching from Cummersdale Road ends across to Morton, already earmarked as suitable for housing.The Story homes site sits next to the existing Charles Church development currently under construction near Peter Lane.It also borders existing homes on Dalston Road.Traffic would access the estate via an access route created by demolishing the existing Leswain property.
