Plans approved for office building at former mill
Planning permission has been granted for the development of an office building on the site of a former paper mill in Leeds.Plans were submitted to Leeds City Council in December 2020 for land at Mill Lane in Otley forming part of the former Garnetts Paper Mill. Planning consultancy Zerum supported the application.The site has been vacant for a number of years following the completion of the wider Garnetts Paper Mill development, brought forward by Barratt David Wilson Homes.A three-storey office building with a gross internal area of about 7,500 sq ft is set to be built.Car parking and areas of landscaping will be created, while cycle parking and an external bin store are also included in the plans.The council has now granted planning permission for the development, subject to conditions, under delegated powers.A planning officer’s report accompanying the decision said: “The size, scale and massing of the building is consistent with surrounding buildings and the previous proposals for the site.”Planning permission was previously approved in 2018 for a commercial unit and apartments on the application site but has not been brought forward.The site is part of a wider mixed-use scheme for the former Garnetts Mill complex.
