Plans for riverside residential development lodged

Plans have been lodged for a development of build-to-rent (BTR) apartments on a riverside site in Leeds city centre.Glenbrook and Town Centre Securities (TCS) have submitted full detailed planning applications as part of a joint venture for the £280m masterplan for the development of Whitehall Riverside.The site, located opposite the Wellington Place development, currently operates as a temporary surface car park.The proposal by Glenbrook seeks planning permission for two blocks of 15 and 18 storeys, with commercial space at ground floor level.A total of 500 apartments would be created, with 257 one-bed, 192 two-bed and 51 three-bed units. Three commercial units would be located at ground floor.The Sheppard Robson designed scheme includes residents’ amenities set across the ground and first floor, with terrace gardens overlooking the River Aire.The project team includes Sheppard Robson (architect), ID Planning (planning consultant), Re-form (landscape architect), Curtins (structural and civil engineer), Abacus (cost consultant), Crookes Walker Consulting (M&E engineer), GIA (wind consultant), Project 4 (CDM consultant), BB7 (fire consultant) and Assent (building control adviser).Leeds-based property investor and car parking operator Town Centre Securities (TCS) entered into a joint venture with Glenbrook earlier this year to bring forward the Whitehall Riverside scheme.The wider masterplan by Enjoy Design, which is being brought forward by TCS, includes detailed proposals for a smart enabled and energy efficient office building of 118,165 sq ft, and a -storey car park and travel hub for CitiPark. This will comprise one the largest EV charging sites in the North of the UK using renewable and sustainable electricity. A further two buildings are proposed as future phases, which include an aparthotel and additional office accommodation.A landscaping and public realm proposal designed by re-form will provide a new riverside park and enhance the biodiversity of the riverside environment, while a series of interlinked green streets and cycling routes will improve connectivity and access to the existing riverside.TCS has owned the site for a number of years and has worked closely with Leeds City Council over the years to bring forward the initial phases of No.1 Whitehall Riverside (offices), Whitehall Waterfront(residential) and most recently the Premier Inn (hotel) which was completed in 2017.Glenbrook has also recently submitted plans for a development of 600 build-to-rent apartments on a site on Kirkstall Road that previously housed Arla Foods and Tiger Bus Company.
