Preston North End’s plans to create a new training ground and up to 450 homes are set to go back before councillors with a recommendation to approve just weeks after the surprise rejection of a similar application.Preston City Council’s planning committee will discuss a hybrid planning application by the club to transform the Ingol Village Golf Course site on Thursday, 10 August 2017. The club wants to create a new first-team training facility, up to 450 homes, and a forest park.A planning officer’s report prepared ahead of the meeting described the proposal as a “resubmission of a similar proposal refused by planning committee in June 2017”. On Thursday, 15 June 2017, councillors rejected a hybrid planning application to create a new first-team training facility, up to 450 homes, and public open space on the same site in spite of a recommendation by planning officers that it should be approved.Preston North End subsequently responded to what it described as a “disappointing” vote by urging members of the public to support their plans.According to the planning officers’ report, the new application has received 136 letters of support and 249 objection letters. A petition expressing support for the proposal has also been received containing 2,744 signatures.Planning officers have recommended that councillors should be minded to approve the new application.
