In April 2012, the Commercially Supported Shipping team will be created within a restructured Ships Operating Centre in Defence Equipment and Support (DE&S), UK Ministry of Defence (UK MOD).2. There will be a requirement for the provision of upkeep management services in respect of annual refits/upkeeps and repairs for a number of vessels, including:a. Royal Fleet Auxiliary (RFA) vessels.b. Training boats and ships e.g. P2000s (Archer Class), John Jerwood, Jack Petchey, Sir Tristram.c. Fast Patrol Vessels, HM Ships Sabre and Scimitar, based in Gibraltar.d. HM Ships Dasher and Pursuer. These are P2000 vessels currently undertaking the patrol role in Faslane Naval Base.e. Survey motor boat HMS Gleaner.f. Other boats, less than 40 metres in length.3. The services required will consist of the following:a. The provision of overseeing services at the premises of the Contract Ship Repairer (CSR) at UK and overseas locations. Tasks and responsibilities will include, but not be limited to, the following:i. Ensuring the CSR supplies all that is required under the upkeep/repair specification.ii. Ensuring that only essential tasks are undertaken.iii. Where the requirement changes during the course of the upkeep period, additional/rebated work is properly authorised and fair and reasonable prices are agreed with the CSR, based on the agreed rates.iv. Monitoring the CSR’s performance of the contract, ensuring that all quality and statutory requirements are being met.b. To assist the Customer in writing upkeep specifications as required.4. Companies should have an accredited 3rd Party (or Government Issued) Quality Management System (QMS)certification, which includes an appropriate scope to meet the requirement. In the event that no certification is held, the company must be able to demonstrate that they operate and maintain a QMS acceptable to the UK Ministry of Defence for this requirement.
