Short description of the contract or purchase(s): The procurement is being conducted by Greater East Midlands Commissioning Support Group on behalf of NHS England. NHS England are responsible for four prisons in the Norfolk & Waveney Area:
– HMP Norwich;
– HMP Bure;
– HMP Wayland;
– HMP Blundeston.
NHS England is seeking to commission an integrated prison health service. The service will be delivered by a single provider accountable to NHS England for all aspects of service performance.
NHS England will focus on bidders’ ability to demonstrate that they will be able to deliver three key requirements
1. Strong clinical and managerial leadership, which ensures integration of individual elements of the service.
2. Green level of performance on relevant Prison Health Performance and Quality Indicators (PHPQIs).
3. An organisational hub of healthcare provision in each prison, coordinating and booking clinics as well as collecting and collating all performance information.
Future provision of prison health care services will be subject to rigorous review to:
– Maintain and improve on quality.
– To implement the significant changes which arise out of the Integrated Offender Health Agenda.
This means that NHS England will be looking for a provider which is able to offer flexibility and cope with:
– Increases and decreases in the types of service provided.
– The levels of service respond proactively to improved activity data.
– Changes resulting from national guidance.
– Development of workable care pathways.
– Responding to advice from regulatory bodies (for example the Care Quality Commission).
NHS England has responsibility for the commissioning of health care for Prisoners within the locality, in Partnership with its Ministry of Justice colleagues, to an equivalent level, to that of the rest of the population. From 1st April 2013 responsibility for offender health commissioning will be transferring to the National Commissioning Board.

Will contribute to reducing health inequalities and support Justice in reducing re-offending.
It is the Vision of the Prison Health Partnership Board (NHS England and HM Prison Service) to deliver a health care practice that is federated and modern, innovative and dynamic. Offender Health Care delivered across all four Prison sites through one main contract via a competitive tendering process.
The scope of the provision of NHS England Offender Health Care within Prisons has been developed by NHS England in collaboration with:
– HM Prison Service within the Norfolk & Waveney locality;
– Regional Director of Offender Management Office;
– National Offender Health Department;
– Department of Health.
In line with National Guidelines and based on the needs of the local Prison community.
This service will support NHS England’s Strategic Initiative to reduce health inequalities, focus on prevention and localise services where possible.
The aim is service provision which is comparable to that provided in the out of hospital community service.
Contract start dates 1.4.2014.
