United Kingdom-Belfast: Architectural and related services – Framework Lead
The current contract for Architectural and related services – Framework Lead is projected to end on 02-JAN-21 and may be available for retender. Down High School, Downpatrick – New Build – Integrated Design Team.
The Education Authority South Eastern Region invite applications from competent design teams (comprising Architect, Quantity Surveyor, Mechanical and Electrical services Engineer (including BREEAM assessor), civil and structural engineer, Landscape Architect and CDM Coordinator) wishing to be considered for inclusion on a select list for the full design and management service for the construction of a replacement 950 pupil post primary school including school meals accommodation in the Newry Mourne and Down district council area of Northern Ireland.
The Economic Operator and Economic Operators Team shall provide the following Services:
– Complete stages 1 – 7 of the RIBA Plan of works to provide a 950 pupil post primary school and associated school meals accommodations and external works.
– RIBA – Stage 1 – Preparation of Brief –
Complete project execution plan in collaboration with the EA South Eastern Regions Project Manager/Project Sponsor.
Working with the EA South Eastern Region and the Schools Key stakeholders to confirm the overall scheme objectives and project strategies.
Working within the constraints as set out in the outline planning reserved matters.
Collating site information. Take responsibility and revisit all information provided by the EA South Eastern Region regarding the existing site.
Ensure the initial designs and processes comply with BREEAM Excellent criteria.
Project Risk assessment – Produce and update at each stage the project Risk Register.
Project Programme for key stages within the design process.
– RIBA – Stage 2 – Concept Design –
Working with the EA South Eastern Region and the Schools Key stakeholders to confirm concept designs.
Working within the constraints as set out in the outline planning reserved matters.
Ensure the initial designs and processes comply with BREEAM Excellent criteria.
Update Project Programme for key stages within the design process as works progress.
Incorporate all sustainability aspirations within the concept design Provide updated cost estimates to ensure budget cost can be achieved.
Update the project Risk Register. Carry out risk mitigation meetings and review design/construction methods throughout the contract to reduce all risk.
RIBA – Stage 3 – Developed Design
Design development working with the key stakeholders.
Complete all Planning requirements listed in the reserved matters attached with the outline planning.
Liaise with the Planning Department and other relevant Statutory Departments to ensure all outline matters are resolved.
Ensure compliance with the Department of Education’s Building Handbook for a new school with a long term enrolment of 950 pupils and all associated site works. Providing 1 x 2G pitch, 2 x Grass pitches and 5 x tennis courts as outlined in the economic appraisal.
Provide a school design that meets all current guidelines employed by the Department of Education, Building Regulations, Planning Restrictions and BREEAM requirements and include all costs associated with successfully delivering the project.
Change control procedures in place to ensure all changes to the concept design are reviewed and approved by the EA South Eastern Region.
Submit response to all reserved matters requested by the Planning Department.
Update the project Risk Register. Carry out risk mitigation meetings and review design/construction methods throughout the contract to reduce all risk.
RIBA Stage 4 – Technical Design
The economic operator and CTM is to provide fully detailed information in relation to all element of the design.
Fully coordinated architectural, structural and building services drawings, specifications and a full Bill or Quantities are to be produced to allow the scheme to be tendered.
The New Post Primary School shall accommodate pupils from the current Down High School therefore there will be no requirement for decant.
Approved Department of Education Construction Costs in the amount of £16 million (GBP). Ensure costs are reviewed at all key stages to ensure budgets can be achieved and targets met.
Ensure that rigorous quality management and supervisory procedures are in place throughout the design phase.
The Economic Operator shall fulfil the role of Project Manager under the terms and conditions as required in the management of the NEC Form of Contract.

The Form of Contract will be carried out using the New Engineering Contract 3rd Edition (NEC) Professional Services Contract, April 2013. The Form of Contract to deliver the capital works will be options within the NEC3, therefore experience of its use will be essential.
CDM Co-ordinator services to be included throughout.
Update the project Risk Register.
RIBA Stage 5 – Construction.
Administration of the contract as per all procedures set out under the NEC 3 Contract.
Ensure all Sustainability clauses are met throughout the works by both the design team and the appointed contractor.
Review queries and provide all information required to allow the appointed contractor to complete the works on programme and within budget.
Update the project Risk Register. Carry out risk mitigation meetings and review design/construction methods throughout the contract to reduce all risk.
RIBA Stage 6 – Handover and Close out Ensure all handover information is completed.
Commissioning, as built information, health and safety files, demonstrations etc.
Attend feedback workshops and required.
Lessons learned.
