The current contract for Blood-testing reagents – Framework Lead is projected to end on 09-NOV-18 and may be available for retender. Supply and delivery of ELISA kits for the detection of bovine viral diarrhoea virus (BVDV) antigens in bovine blood and ear notch tissue samples.
AFBI is required to provide the most efficient and cost effective testing facilities to deliver diagnostic and statutory testing which it carries out for its principal customer the Department of Agriculture and Rural Development for Northern Ireland (DARD). DSIB Virology provides a statutory and diagnostic service for DARD, the farming community and commercial customers, testing samples received for the presence of viruses, viral antibodies, suspect epizootic diseases and notifiable diseases including Johne’s disease. The branch provides a service testing for bovine viral and bacterial diseases including (BVDV) as part of the Cattle Health Certification Standards (CHeCS) regulated Cattle Health Scheme in UK and Ireland which plays a major role in disease management and maintenance of the disease free herds in Northern Ireland. The DSIB virology section is also an approved designated laboratory for testing bovine tissue samples for the presence of BVDV as part of the BVDV eradication programmes in the Republic of Ireland and Scotland where testing is compulsory, and in Northern Ireland where testing is currently voluntary but is likely to become compulsory later in 2015. Recent changes to the legislation governing the BVDV eradication programme in the Republic of Ireland stipulate that the kits which are to be used for BVDV testing under the programme must be approved by the Friedrich Loeffler Institute (FLI) of the Federal Research Institute for Animal Health in Germany. It is expected that the legislation in Northern Ireland will adopt the same stance and should come into force within the next 6-12 months. One of the main objectives of AFBI and DARD is to provide a rapid diagnostic and statutory testing service for the farming community by testing samples received for the presence of virus, viral antibodies or antibodies to bacterial or protozoal parasites under our ISO 17025 accredited testing regime and report the results of tests within a reasonable testing period from receipt of sample. Testing of samples received for the presence of BVDV antigen is included as part of the service. Purchase of ELISA kits for the detection of BVDV antigen in bovine blood and ear notch tissue samples is essential in order for AFBI to meet its key performance indicators (KPI) on disease diagnosis and surveillance as well as retaining laboratory designation for the BVDV eradication programmes. The Contractor must supply and deliver an ELISA kit for the detection of Bovine Viral Diarrhoea Virus (BVDV) antigens in – Bovine serum and – Bovine tissue samples.
