The current contract for Business services: law, marketing, consulting, recruitment, printing and security – Framework Lead is projected to end on 07-JAN-21 and may be available for retender. Appointment of an operator for the Forthriver Innovation Centre, Belfast.
Belfast City Council is building an innovation centre at Forthriver Business Park on the Springfield Road in west Belfast. The capital build project is part funded by Invest Northern Ireland and the European Regional Development Fund under the sustainable competitiveness Programme for Northern Ireland. Construction began in May 2015 and is expected to take around 12 months to complete, with the centre opening for business in 2016.
Innovative business start-up and accelerated business growth through innovation, research and development is key to developing a long-term, sustainable economy. The new centre forms part of the Council’s Investment Programme pledge to support regeneration by investing in infrastructure which will make it easier for businesses to start up and grow. This, in turn, will create wealth and employment opportunities for local residents.
The Forthriver Innovation Centre will include high-quality business space; excellent telecoms infrastructure; meeting rooms and shared space where businesses can come together; collaborate; innovate and develop new products, processes and business ideas. The centre will be 55 000 ft² in size and built over four floors, boasting an area of 35 000 ft² of lettable innovation space.
It is anticipated that it will be a centre for starting up and growing businesses, as well as provision of workspace. The centre will target companies that currently are, or have the potential to:
1) Expand their operations and;
2) Engage in innovation (either in terms of process or product development).
The Innovation Centre is being built at Forthriver Business Park just off the Springfield Road, 3 km north-west of Belfast city centre.
The Council’s aim is for the Innovation Centre to act as a catalyst for the development of the wider 12 acre Invest NI Forthriver Business Park and create additional employment prospects for the area. A package of business support will be made available to businesses and service users at the Innovation Centre to accelerate the rate of growth. As well as supporting existing firms, the centre will help fledgling businesses to engage in innovation and collaboration with like-minded entrepreneurs and access support onsite to foster their growth ambitions. The Council now intends to appoint an experienced operator to manage the Innovation Centre and to deliver the key objectives of the project. The Council has categorised its service requirements using the following categories. Further details are provided in II.2.1:
– Fit-out services – The Council requires the operator to complete the final furniture, fixtures and equipment fit out of the centre taking into account the needs of tenants and users of the Centre and its anticipated branding.
– Facilities management (FM) services – The Council requires the operator to deliver a full range of facilities management services such as cleaning, maintenance, waste disposal and recycling services, health and safety and security services.
– Centre management services – The Council requires the operator to establish and implement robust operating and business plans for the Centre in a manner consistent with a high performing, industry-leading innovation centre.
– Business support services – The Council requires the operator to provide a full range of business support services for such as reception, secretarial, ICT and administrative services.
– Business growth services – The service provider will be required to facilitate the delivery of Business Growth Programmes delivered by the Council or a third party. The service provider can provide complementary or additional programmes to the tenants, non-business tenants and entrepreneurs. The Council is not prescriptive and expects operators to suggest their own business growth services that can be delivered at the Innovation Centre.
– Business innovation services – The Council requires the operator to provide business innovation services to users and tenants of the Innovation Centre. The Council is not prescriptive in the services that are to be provided and expects operators to develop their own original ideas and concepts.
– Encouraging social regeneration – The Council requires the operator to take into account the potential positive impacts that the Innovation Centre can have on the catchment area through, for example, investing in workforce skills development, promoting services to local communities and promoting employment through social enterprises, buy-local policies and placement opportunities within the Centre. The Council is not prescriptive in this area and expects operators to suggest their own approach.
– Optional and additional services – The Council may require the operator to provide other services that are not currently included within the Project Agreement or contract to meet the future operational and service requirements for the Innovation Centre and the Council’s local economic development services.
The contract period will be 5 years (60 months) with the option, at the sole discretion of the Council, to extend for a further 3 periods of 3 years (ie a maximum total extension of 9 years), which provides for a maximum contract term of 14 years.
It is the intention of the Council to grant a lease of the Facility to the Service Provider for the duration of the Agreement. The terms of the Lease are still to be finalised by the Council and will be further determined through the competitive dialogue process. The Grant of the Lease shall be in accordance with the current State Aid legislation.
