Short description of the contract or purchase(s):: Frameworks to appoint an organisation that is capable of undertaking some or all of the following activities on landholdings in the Dark Peak, South Pennines and Nidderdale areas within Yorkshire Waters Area of Appointment:
– Turning an outline programme of moorland restoration work into work on the ground.
– Undertaking investigations as to what restoration works may be needed and producing designs, including ecological, environmental, archaeological investigations as required;
– Negotiating with Company tenants or landowners along with Natural England and other stakeholders as relevant to agree a schedule of works aligned to agri-environmental schemes as implemented by UK Government under the CAP reforms.
– Specifying and procuring competitive tenders for works within the programme to achieve best value for the Company.
– Managing the delivery of works on the ground ensuring that work is delivered in lines with appropriate water quality, Quality Assurance and Health & Safety standards.
– Provision of monthly reports and forecasts to monitor progress on the project in line with the Company’s requirements as well as meeting any audit.

The Organisation must have the following skills:
– An understanding of the statutory and regulatory framework covering the Water Industry and biodiversity in the UK;
– Demonstrable track record of delivering small and large scale moorland restoration works;
– Strong record on H&S;
– Demonstrable record of working in upland environments with strong organisational knowledge of relevant issues arising;
– Ability to produce and deliver innovative solutions to existing problems;
– Able to align with Yorkshire Water’s Vision and Strategic Business Objectives;
– Capable of meeting Yorkshire Water protocols and procedures around finance, Health & Safety, reporting and site/land access;
– Demonstrable appreciation and sensitivity towards political interests involved (sporting rights, environmental groups, politicians, local communities,
farmers);
– Good track record of working with regulators and government and keeping with EU and UK funding requirements;
– Good ability to utilise project to deliver positive media opportunities for the Company.
Typical works expected to be delivered:
In addition to the project and contract management activities, there will be a need to implement (directly or indirectly) the interventions on the ground which would include:
i) Stabilisation works such as lime, seed & fertilising of bare peat areas, spreading of heather brash, use of geotextile membranes on slopes, Sphagnum reseeding, plug planting of dwarf shrub species;
ii) Gully & grip blocking works;
iii) Control and treatment of nardus, molinia, bracken, rhododendron, weeds, scrub and trees;
iv) Creation of firebreaks to protect SSSIs and investment within them;
v) Boundary and stock exclusion fencing or walling;
vi) Other capital works as agreed with Natural England through Environmental Stewardship agreements;
vii) Appropriate surveys and investigations.
