Short description of the contract or purchase(s):: Yorkshire Water Services (YWS) seeks to create Framework(s) for Blowers to ensure sustained efficient operation of Yorkshire Water Assets. The proposed frameworks Term will be for 5 years with the option to extend for a further 3 years.
The successful supplier will be appointed on the basis of offering the greatest Whole Life Cost (WLC). The scope will include the provision of: Technical Support, Supply, Delivery, Installation, Commissioning and Maintenance.
It is anticipated that YW will appoint a single supplier for this framework. However the framework will cover a range of technologies and in the event there is significant adverse variance in WLC across the technologies covered by this framework then it may be necessary to award individual frameworks for each technology.
This Framework is very sensitive to WLC and as a result of this the strategy involves undertaking a third party (independent), test to establish the efficiency of all of the suppliers who participate in the exercise.
This Framework will be used directly by both YW and its partners in the delivery and maintenance of its capital programme.
The successful organisation will operate against an agreed Framework Operating Methodology to ensure the right assets are selected. The arrangements will be actively managed and it is anticipated that the successful company will undertake and promote continuous improvement to drive further asset efficiencies.
Envisaged Spend:
It is anticipated, even if the extension is exercised that the overall expenditure against this framework will not exceed GBP 12 million.
All volumes / Spend statements within this document are indicative, and do not constitute a guarantee or promise of this or any volume / spend with any supplier.
Scope of Proposed Framework
1. Provision of technical support.
