United Kingdom-Cambridge: Insurance brokerage and agency services – Framework Lead
The current contract for Insurance brokerage and agency services – Framework Lead is projected to end on 11-DEC-22 and may be available for retender. LGSS Insurance Brokerage and Risk Financing.
Cambridgeshire County Council (the ‘Authority’), wishes to invite Tenders for the supply of Insurance Brokerage and Risk Financing Services on behalf of the LGSS Insurance and the bodies (detailed below) that utilise their service.
LGSS Insurance currently manages and provides insurance related services to Northamptonshire County Council, Cambridgeshire County Council, Norwich City Council, Northampton Borough Council and Northampton Partnership Homes.
LGSS is a jointly owned shared service formed by Cambridgeshire County Council (CCC) and Northamptonshire County Council (NCC) in October 2010 through the merger of their corporate services into a single entity. LGSS is one of the UK’s largest shared services ventures of its kind and is already delivering improved value to a wide range of customers across the public sector through sharing resources, process redesign and shared exploitation of technology.
It is envisaged that the Authority will enter into a service contract (in the form set out within the Invitation to Tender for itself and for the benefit of its partner organisations who are listed in within this OJEU together with any future customers or partners that may subesquently utise LGSS Insurance for their service. Therefore, in addition to the services to be provided to the Authority, the Authority may also require the successful provider to provide any of the services covered by this ITT to its partner organisations in accordance with the terms of the contract entered into with the Authority
The contract will be let to provide broker services and risk financing to the founding Counties, partners and clients. It is the expectation that further clients may wish to utilise this agreement during the course of its life therefore prices are sought on a variety of bases to cover a variety of situations.
The contract can be serviced from any location and it is the aim of LGSS to utilise electronic methods of communication and service delivery as far as practicable. However attendance will be required at the clients’ office locations in Cambridge, Northampton and Norwich as well as other locations should further clients join LGSS and utilise this contract during the course of the agreement.
It is the intention of LGSS Insurance that all current and future partners and customers of LGSS Insurance shall utilise the appointed broker from this procurement. However no guarantees can be provided about the customers of LGSS utilising the arrangement.
This Contract shall be open to all of LGSS including:
i.
partners and other organisations delegating services and or functions to LGSS (currently Cambridgeshire County Council, Northamptonshire County Council, Norwich City Council and Northampton Borough Council) who participate in LGSS’ shared services venture;
ii.
existing and new customers of LGSS;
iii.
any city, district, borough or other local authority that seeks to work with or partner any LGSS partner authority (currently Cambridgeshire County and Northamptonshire County)including Northamptonshire Partnership Homes;
iv.
any companies or organisations set up by participants in LGSS;
v.
any school, academy, university or other educational establishment that obtains service from LGSS
It is difficult to predict the exact value of this contract as the Authorities’ requirements are likely to vary over the contract term, The estimated contract value for this arrangement that is paid directly to the Insurance Brokerage Risk Financing and is estimated to be between 40 000 GBP and 55 000 GBP per annum across the public bodies who currently utilise LGSS Insurance to provide their service. This makes for an estimated total contract value for the life of this arrangement of between 280 000 GBP and 350 000 GBP. However Potential Providers should note this figure is just an estimation and may go up or reduce depending on the number of bodies utilising the LGSS Insurance Service.
This contract is for 5 years, with an option to extend for 2 years, making 7 years in total. This to help enhance a long-term arrangement with the successful provider.
The contract for Insurance Brokerage Services can be serviced from any location and it is the aim of LGSS to utilise electronic methods of communication and service delivery as far as practicable to limit the amount of travel required for fulfilment of this contract. Potential Providers that submit a bid for Lot 1 or Lot 3 shall be invited to a presentation The presentations shall be held at Scott House, Huntingdon, Cambridgeshire, PE29 3BA on the Wednesday 19th August 2015.
