Short description of the contract or purchase(s): The Authorities wish to appoint a framework in 4 lots, to provide Mechanical A Electrical (M&E) and Building Fabric Services, in both cases planned and reactive, to the organisations across a variety of properties within the geographical boundaries of Cambridgeshire and Northamptonshire.
The Councils are seeking to appoint contractors to provide building fabric and electrical and mechanical engineering maintenance services to their non-schools portfolio – currently around 300 properties in each Council. This will require a 24-hour help-desk facility and back-office administration capable of dealing with approximately 4 000 annual financial transactions in each Council. Properties may be added to if other public sector partners buy into LGSS. However, the number of properties may reduce as Councils review their portfolios. The tender will be in 4 lots, covering:
(1) Mechanical and Electrical Maintenance (M&E) – Cambridgeshire;
(2) Mechanical and Electrical Maintenance (M&E) – Northamptonshire;
(3) Buildings Maintenance (BM) – Cambridgeshire;
(4) Buildings Maintenance (BM) – Northamptonshire.
The Engineering contracts will contain all the requirements for ensuring that buildings comply with the appropriate legislation as well as reactive repairs. The Building contracts will deal with reactive repairs.
The requirement is for contractors capable of providing the following key services:
1) Reactive maintenance to buildings timely and efficiently, including urgent responses within an hour;
2) Having the support staff in the form of a 24/7 help desk facility which can be viewed by the Client for progress monitoring and can link to the Client’s help-desk system;
3) Invoice management procedures to deliver a speedy turn around of Purchase Orders into accurate Invoices with the correct documentation within a month of carrying out the work;
4) Contract management capable of directing day to day issues and offering effective and cost efficient solutions;
5) Capable of evaluating the work required resulting from reactive calls and providing quotations timely and efficiently.
Applicants are invited to apply for one or two of the four packages described above; it will not be permissible for any bidder to apply for or be successful in more than 2 of the 4 available lots. Bidders are requested within the PQQ document at 01.18 to confirm the lot(s) they are bidding for, and shall not be given the opportunity to revise these choices once the closing date for the PQQ submissions has passed.
Potential providers are required to complete the Mandatory Questions PQQ, and then either one or two of the 4 lot specific PQQs.
This framework within the relevant lot is open to Cambridgeshire and Northamptonshire County Councils and to:
(i) all of LGSS’s existing and or future partners, and any other organisations delegating services and or functions to LGSS (currently Cambridgeshire County Council, Northamptonshire County Council, Northampton Borough Council and Norwich City Council) who participate in the LGSS’s shared services venture;
(ii) customers of LGSS;
(iii) to any city, district and/or borough local authorities within the county of Cambridgeshire and/or Northamptonshire;
(iv) any company and or organisations set up by Cambridgeshire and or Northamptonshire County Council; and;
(v) any School or Academy within Northamptonshire or Cambridgeshire.
Access to this framework shall strictly be governed by the appointed LGSS contract managers. This framework will be let for a period of 3 years with an option for a further year’s provision, making 4 years in total.
It is difficult to predict the exact value of this contract as the Authorities’ property portfolios are likely to vary over the contract term, but it is estimated that the total value will not be less 8 000 000 GBP or greater than 16 000 000 GBP.
Potential Providers should note that it is estimated that the annual spend for Lots 1 and 2 is 675 000 GBP in each case, and for Lots 3 and 4 it is 325 000 GBP in each case from the main accessing Authorities (Cambridgeshire and Northamptonshire), however these figures shall increase should other bodies access the framework.
