Short description of the contract or purchase(s): Durham County Council has a dedicated Asbestos management unit to ensure that it complies with all current legislation relating to Asbestos. Its primary function to produce and maintain asbestos management plans for all its establishments and to advise consultants/designers on refurbishment works within these establishments. A secondary role is to procure and manage asbestos removal and demolition contracts.
This procurement exercise is to establish a framework agreement for a group of suppliers that can provide
– Asbestos management surveys for a wide range of properties including, office accommodation, public buildings, educational establishments, leisure facilities, shops, housing and industrial units.
– Asbestos refurbishment/demolition surveys will be required prior to refurbishment/demolition works within a similar range of establishments. These are required on a Ad-hoc bases as and when the need arises.
– Air Management exercises and 4-stage clearances following the removal of asbestos materials by our frameworks removal contractors.
– Provide emergency response to any asbestos incident encountered by DCC.
It is anticipated that the contract will initially run for 2 years with an option to extend by 2 years if required. There will be a requirement for the successful Contractor(s) to provide cover for a 24hr 365 day emergency response for incidents such as fires, malicious damage burst pipes etc.
The Council intends to invite a maximum of six bidders to tender on condition that each of the 6 highest scoring bidders pass sections A-F and achieve a final maximum score of 50 % or more on section G -Technical Questions.
