Justification for a framework agreement, the duration of which exceeds four years: The level of commitment and risk of resources required of the appointed sole supplier in the early period of the contract in terms of installation, equipment, employee work and corresponding expenditure is such that the Authority has determined that a framework agreement of 8 years duration is needed in order to enable an appropriate level of competition and value for money. Further, it is anticipated that Participating Authorities will call off under the framework agreement by placing Orders periodically throughout the 8 year period of the framework agreement.

Short description of the contract or purchase(s): This Framework Agreement is for the supply of bulk liquid oxygen, installation and maintenance (and other associated Services) of rented equipment of suitable capacity to meet current needs and any increased growth in demand likely to arise during the contract period. The equipment will include a storage vessel, vaporiser, control/monitoring panel and necessary piping to connect to the hospital medical gas pipeline system. An appropriate backup vessel system to deal with any failure of the main vessel system is also required. All must be in accordance with SHTM 02-01 (Scottish Health Technical Memorandum) Parts 1 and 2 and any other relevant legislation.
