The current contract for Health and social work services – Framework Lead is projected to end on 25-FEB-19 and may be available for retender. PAN0935 – Leicester City Council Sexual and Domestic Violence Services for Children, Young People and Families, Safe Homes, Perpetrators Interventions.
Leicester City Council invites Tenders for the provision of Sexual and Domestic Violence Services for:
– Lot 1 – Children, Young People and Families
– Lot 2 – Safe Home
– Lot 3 – Perpetrators
Lot 1: Children, Young People and Families
This service is primarily about providing specialist support to those children and young people who have been affected by sexual or domestic violence, generally experienced by their main caregiver. The support needs to be age appropriate. It is mostly provided through one to one work, but also through the provision of group sessions.
Another key aspect to this service is its role in providing respite and a safe, fun place for children, young people and their families to come together without having to explain their personal circumstances. Practical assistance through the provision of crèche facilities whilst caregivers attend solicitor appointments, court process and so on can make a significant difference to those affected by sexual or domestic violence.
There is a key role for this service in supporting positive parenting and re-building where attachment and family dynamics have been damaged. This can involve supporting agencies working with the adult caregiver(s), working directing with those caregivers or working with the family as a whole.
There is also a role for this service in raising awareness and changing culture. Prevention can be delivered through early engagement and supporting recovery but also through work with universal or other targeted services around identifying sexual and domestic violence, working with the impact and building healthy relationships without violence or abuse.
The service must work collaboratively and in an integrative manner with other local services.
The service will actively promote and prioritise referrals through the local authority contracted domestic violence and sexual violence helpline service, Leicester City Council children, young people and families service and the Safe Home Service commissioned by Leicester city council.
The service is for those who have previously experienced sexual or domestic violence (caregiver or child/young person), or those currently experiencing or at risk of sexual or domestic violence. This includes those children and young people with a caregiver still in a relationship which has been violent or abusive.
Key elements:
– Provide age appropriate one to one and group support for children, young people, parents and carers affected by sexual and domestic violence (distinct groups), including some provision for therapeutic services where appropriate and desired (for example play therapy; counselling for young people).
– Deliver evidence based group programmes for young people using violence in their relationships/ showing aggression and violence towards a caregiver following sexual or domestic violence.
– Participate in and deliver training and awareness sessions with local practitioners and community champions (based on current demand we anticipate this requiring two trainers delivering the equivalent to one full days training per month).
– Offer healthy relationship sessions (around sexual and domestic violence) support and delivery in children and young people settings as part of prevention work and early identification of those affected.
РProvide cr̬che facilities and respite activities (day trips for example) for children and young people living in either the community or supported accommodation (refuge).
– Support parents and carers to enhance their parenting skills.
Lot 2: Safe Home Service
To provide housing solutions to increase the safety of anyone affected by sexual or domestic violence, including places of refuge where those fleeing sexual or domestic violence can be safely accommodated for emergency short term purposes until they are in a position to move on to alternative safe accommodation in line with their longer term safety and well-being.
To provide places of refuge that are available for immediate access 24 hours a day, appropriate to the service user’s needs; which should include women only provision, the ability to work with mental health and substance misuse issues, and which meet the Women’s Aid Federation England standards.
To provide options for those who are using abusive behaviour (perpetrators) of domestic violence, who are motivated and committed to change, to have alternative short term housing if this prevents the victim, with or without children, having to leave their home.
To work collaboratively and in an integrative manner with other local and national specialist services for those affected by domestic and sexual violence.
The service will actively promote and prioritise referrals through the local authority contracted domestic violence and sexual violence helpline services, Leicester Housing Options and the Women’s Aid and Refuge National 24hr Helpline.
Provision of specialist housing advice relating to sexual and domestic violence:
– Provision of specialist housing advice on range of options available for those affected by sexual or domestic violence
– Daily liaison with, and referrals from Leicester Sexual or Domestic Violence Specialist Services, Women’s Aid and Refuge National Helpline and Leicester City Council Housing Options Service
Lot 3 – Perpetrators
This service is primarily about providing interventions to those adult men and women who wish to change their own abusive behaviour, in order to reduce that behaviour. The interventions should be provided on both an individual one to one basis and through group work. There is an additional responsibility to ensure that support is in place for partners and ex-partners and to support age appropriate work with young people using violence in their intimate relationships or with caregivers (young people aged 13 and over).
Appropriate group process is essential to change and skilled facilitators and a robust group programme are core elements. Individual work before, during and after group is also thought to be an important factor.
There is also an additional role for this service in raising awareness and changing culture. Prevention can be delivered through early engagement and supporting change but also through work with universal or targeted services around identifying domestic violence and working with perpetrators.
The service must work collaboratively and in an integrative manner with other local services.
