The current contract for Outpatient care services – Framework Lead is projected to end on 11-JAN-19 and may be available for retender. ESCC PS – Tender for the provision of Integrated Sexual Health and HIV Treatment and Care.
This advert is to notify potential Providers that East Sussex County Council and NHS England (the Commissioners) are tendering for an integrated model of GUM/Contraception and HIV treatment and care services for East Sussex including sexual health provision in secure estate.
In recognition of the complexity and interdependency of sexual health services, HIV treatment and care services and sexual health services within secure settings across the system and taking account of Public Health England (PHE) and the local government association (LGA) issued guidance, the Commissioners are seeking to commission a Provider to deliver the following:
– Level three integrated Genito Urinary Medicine and Contraception services
– HIV adult outpatient treatment and care services
– HIV paediatric shared care treatment and care services
– Integrated Genito Urinary medicine and HIV treatment and care services to the secure estate in East Sussex

The service will provide open access, cost-effective, high quality, evidence based provision to meet the needs of local populations.
Level three sexual health services will be delivered using a hub and spoke model with hub services based in the two main population centres in Eastbourne and Hastings and spoke service provided in a range of locations across the county.
HIV Adult outpatient services and Paediatric shared care will be provided through the two hub services based in the two main population centres in Eastbourne and Hastings.
Integrated Genito Urinary medicine and HIV treatment and care services to the secure estate in East Sussex will be provided in Lewes prison
The Commissioners will award separate contracts to the successful Provider for the provision of their respective service areas and payments will be made separately to the Provider by the NHS England and East Sussex County Council. However the Commissioners will investigate potential for the future implementation of a ‘Section 75’ collaboration to enable a single commissioning and budget holding entity covering all service elements.
The tender will be an open process and Bidders should note the key dates contained within the documents, including the dates for scene setting and site visits.
