Short description of the contract or purchase(s): The University of Lincoln, as the Contracting Authority, is putting in place a Collaborative Framework Agreement for use by UK public sector bodies identified under (and any future successors to these organisations) and all other organisations listed in Schedule 1 to the Public Contracts Regulations 2006 (as amended) under delegated authority to British Independent Utilities (BIU).
It is envisaged that this framework will include a wide range of flexible gas supply procurement options which allow full pricing transparency; direct access to the supplier trading /optimisation desks and access to Financial Conduct Authority (FCA) regulated advisors; flexible and electronic billing systems; customer meter reading, billing, administration and query management, including full supply point registration and administration, objection handling and ongoing maintenance of customer contracts; transparent balancing and settlement charges; Estimated Annual Consumption (EAC) review and the accurate application of industry regulated charges.
Under delegated authority from The University of Lincoln, BIU will operate a flexible purchasing strategy where the wholesale energy component is predominantly sourced via the traded wholesale markets utilising both locks and unlocks on a forward and prompt basis. The gas will be purchased and sold predominantly via the suppliers trading/optimisation desks and may be purchased as far forward as 48 months.
Under this Framework there is also the requirement to provide customers with short term fixed price contracts on an interim basis to cover contract start dates that do not align with the relevant BIU NHH bespoke/portfolio contract periods. BIU (under delegated authority) will risk manage the flexible purchasing of all NHH supplies under this Framework.
