United Kingdom-London: Construction work – Framework Lead

The current contract for Construction work – Framework Lead is projected to end on 04-JAN-22 and may be available for retender. Montague Road Estate Regeneration Developer Procurement.
The Council is seeking responses from suitably qualified organisations for a joint venture developer partner to deliver the regeneration project at the Montague Road Estate.
The regeneration will consist of the refurbishment and extension of the existing Fred Wigg and John Walsh towers to provide a minimum of 116 homes in each tower; a combined minimum of 232 homes of mixed tenure social rent, shared ownership and housing for the open market for both towers. The regeneration of the estate will also involve the construction of a new build infill block to provide a minimum of 41 mixed tenure homes providing additional affordable housing and housing for sale on the open market. This means a total minimum of 273 mixed tenure homes to be provided across the entire estate.
Partners will be encouraged to maximise the outputs over and above these minimum requirements and to demonstrate that their scheme proposals are deliverable and viable within the context of the site opportunities/constraints, phasing requirements, and planning policy.
The selected Provider will be required to work in partnership with the Council, in the form of a Joint Venture, to:
– deliver the regeneration in a number of sub-phases to meet the Council’s objectives on tenure, design and financial return,
– lead on the design coordination and submission of a planning application,
– deliver the completion of a minimum of 195 affordable homes. Providers can propose a higher number of affordable properties, however this is the minimum required,
– deliver the development and sale of sufficient housing for open market sale to produce a balanced mixed tenure development, and to cross-subsidise the development of the affordable units.
