Short description of the contract or purchase(s): Quadrant Construction Services Limited (QCS) is a subsidiary company of London and Quadrant Housing Trust, one of the largest providers of affordable housing in the UK.
QCS wishes to establish a Construction and Regeneration Framework for the delivery of a substantial proportion of their development programme, excluding Section 106 schemes, Joint Ventures and schemes undertaken by our internal contractor Quadrant Construction. The proposed Framework Agreement will be in place for a maximum period of 4 years commencing on or around March 2015, however contracts called-off under the Framework Agreement may, where appropriate, continue beyond the 4 year term of the Framework Agreement. Framework members are to provide building works and services to enable the delivery of new build, refurbishment, mixed use, and mixed tenure schemes in both rural and urban environments. Framework members must be fully compliant with all statutory regulations including compliance with L&Q’s Technical Specification, Employer’s Requirements, and any other standard to which QCS must observe through the duration of this framework.
Quadrant Construction Services shall be under no obligation to call-off any contracts with contractors. Call-off procedures will include (i) direct selection and/or (ii) mini-competitions. Under the Framework Agreement the following entities will have the option to call-off contracts with individual framework contractors as and when works are required: (i) QCS, L&Q and all other members of the L&Q Group; (ii) Any entity or joint venture company that QCS, L&Q or any other member of the L&Q Group holds an interest in; and (iii) Other social Housing Providers in the UK (both those that are in existence now and those that may be in existence in the future). ‘Social Housing Provider’ for this purpose means any provider of social housing and includes, without limitation, registered housing providers, local authorities and ALMOs. A list of these can be found by visting www.homesandcommunities.co.uk Such Social Housing Providers will only be entitled to call off under the Framework Agreement if L&Q consents.
The Framework Agreement will be divided in to 2 Lots. These Lots and estimated value of works to be called off under them over the 4 year term are set out in Annex B of this notice. Each applicant may bid for 1 or both Lots.
