The current contract for Education and training services – Framework Lead is projected to end on 20-MAR-19 and may be available for retender. The Provision for Delivery of Careers, Information, Advice, Guidance and Support Services in Harrow.
The Authority, is conducting the procurement using an open procedure for the purpose of procuring the services for the delivery of Careers, Information, Guidance and Support Services in Harrow). Although the proportion of young people not in education, employment or training (NEET) is low in Harrow, it remains high especially at ages 18 and 19. Whilst many young people are NEET for a relatively short period, there are others, especially more disadvantaged young people, who struggle to progress to sustainable education, employment or training. Intervening early is important to prevent the risk of long-term disengagement and the risk of adult unemployment, low wages and health issues. Responsibility and accountability lies with local authorities to increase participation and reduce the proportion of young people NEET. Local authorities have a critical role to play in supporting young people to access education and training, and therefore in understanding the characteristics and current activity of the young people in their area. Local authorities still have duties to encourage, enable and assist young people to participate in education or training; we are therefore looking for creative and innovative organisations to assist Harrow Council in fulfilling these statutory responsibilities.
