NHS England (Wessex) is responsible for the GP registered populations of Dorset, Bournemouth, Poole, Hampshire, Isle of Wight, Portsmouth and Southampton. They are seeking to commission intermediate oral surgery services to this population on an AQP basis to ensure that patients who need treatment which falls outside the scope of a General Dental Practitioner, but who do not require the facilities of a general hospital site, can be seen in the right place, at the right time, by the right person first time. It is expected that services will be available from a range of locations across the Wessex area, at times convenient to patients across 7 days per week. Premises should meet HTM01-05 Best Practice and practices should have access to appropriate diagnostics.
The 2 levels of service provision are sought:
1. services led by a Specialist on the General Dental Council or General Medical Council specialist registers or Consultant;
2. services led by non-specialist Dentists with additional qualifications.
The service will be subject to continuous development and review following publication of the NHS England Commissioning Guide for oral surgery. The review will be undertaken and implemented through the Local Professional Network (Dental).
NHS Commercial Solutions on behalf of NHS England (Wessex) therefore invite you to submit a bid for the provision of Oral Surgery Services.
The service is being commissioned using the Any Qualified Provider (AQP) process. Potential providers Must note that under ‘Any Qualified Provider’ contracts there are No guarantees of volume or income in the contracts awarded.
The period of Contract for the AQP accreditation will be for 5 years from the 1.11.2015 with a 2 year extension option. Excluding VAT, the current annual value of the contract is expected to be circa 1 000 000 GBP. NHS England (Wessex) may open up additional qualification ‘windows’ during the lifetime of the contract.
As NHS Commercial Solutions is utilising an electronic tendering tool to manage this procurement and to communicate with Bidders, there will be no hard copy documents issued to Bidders and all communications with NHS Commercial Solutions and the Commissioner, including the submission of bids, will be conducted via the Bravo secure messaging service within the portal hosted by BravoSolution, the managed service provider for the NHS Commercial Solutions eTendering system.
NHS England (Wessex) anticipates having a Contract in place to commence 1.11.2015.
