Justification for a framework agreement, the duration of which exceeds four years: We are looking to put the framework in place for up to 5 years as this will allow a working relationship to be established and the consultants will get to know and understand the University estate.

Short description of the contract or purchase(s): Professional Services Framework
The University is seeking to appoint a consultant or panel of consultants to provide advice and assistance in relation to commercial property matters.
It is envisaged that the contract will commence early in 2015 and be for a period of 3 years, but subject to satisfactory performance the University may extend the contract for a further 2 years in yearly increments.
The award is being split up into the following lots, though a detailed schedule of services will be provided with the tender documents.
Lot 1 – Acquisition and Disposal – 3 appointments
Advice on the acquisition and disposal of freehold and leasehold property.
Lot 2 – Landlord & Tenant Transactions – 3 appointments
Advice on rents and lease where the University is both landlord and/or tenant.
Lot 3 – Property Valuations – 3 appointments
Revaluation of the Estate Portfolio on a periodic basis, together with ad-hoc property valuations.
Lot 4 – Rating Consultancy- single appointment
Rating support and advice including where applicable rating appeals.
Lot 5 – Building Surveying Consultancy – 3 appointments
Condition & dilapidation reports including negotiating dilapidation survey settlement.
Lot 6 – Planning & Development Consultancy – 3 appointments
Planning policy guidance together with assistance on planning application and appeals.
