Short description of the contract or purchase(s): Hampshire County Council is seeking suitable providers to join a county-wide framework for the provision of Shared Living and Learning Disability Support.
The Framework will cover all community based support, including any element of personal care as required, for adults and young people over the age of 16 with a learning disability and/or autistic spectrum condition in Hampshire including:
– Individual support and domiciliary care;
– Shared support (including shared accommodation but not residential accommodation);
– Overnight support to individuals and groups of individuals;
– Provision of Community Support Networks;
– Support to access employment, education and other vocational activities;
– Supported lodgings (where support, not including personal care, is provided by a landlord or their representative).
Individual services called off under the Framework will comprise one or more of these elements.
In addition to providing the above support for service users with a learning disability and/or autistic spectrum condition the Framework will also cover the provision of Shared Support and Overnight Support for service users with a mental health need and/or physical disability. It is estimated that approximately 95 % of the work available under the Framework will be for service users with a learning disability and/or autistic spectrum condition and approximately 5 % will be for service users with a mental health need or physical disability.
The Framework will commence on 1.10.2014 and will last for 4 years with a maximum total spend of GBP 320,000,000. Call-offs under the Framework will be made by mini competition and call-off contracts may last beyond the duration of the Framework itself. The Council is not seeking to limit the number of providers who may join the Framework, subject to successful completion of the tendering process.
The Council wishes to make it clear that all work of this nature will be called off under this Framework and no further opportunity to join the Framework will be available in the future. Providers are therefore strongly encouraged to take advantage of this opportunity.
Hampshire County Council is committed to providing a range of high quality, person centred and co-produced services which promote and maintain the independence and community inclusion of service users with Learning Disabilities, Autism Spectrum Conditions Physical Disabilities, Sensory Loss, Mental Health Problems and other Vulnerable Adults. In order to progress this vision, Hampshire County Council will commission a range of services which can respond flexibly to the needs of service users, carers, commissioners and other stakeholders. Service procured under the Framework will enable service users to live as independently as possible. All support delivered will be of high quality delivered by suitably trained and qualified staff. Support will be personalised and outcomes focused, co produced with service users, family carers and other stakeholders.
