This document invites tenders from experienced, quality Independent Fostering Agencies to provide foster care placements for children and young people who present with additional needs and challenging behaviours aged 0-18 years and children and young people with disabilities and complex healthcare needs. It is possible that both groups will have experienced placement breakdowns as well as abuse, neglect and loss and may demonstrate offending and/or challenging behaviours or be emotionally vulnerable.
