Homes England sees record delivery

Homes England has disclosed preliminary performance data for the 2025/26 period, revealing its highest volume of housing completions in six years and signalling a robust expansion in the residential construction pipeline.
The agency facilitated the completion of more than 40,200 homes, representing a 9% increase over the previous fiscal year, and initiated construction on an additional 42,400 dwellings, exceeding government targets by 14%. Furthermore, the unlocking of land capable of supporting 61,744 further homes suggests a substantial increase in site availability for developers and contractors. For the UK construction supply chain, these figures indicate a sustained and growing demand for civil engineering, site preparation, and high-volume residential delivery services across the country.
A pivotal development for the sector is the launch of the £27.2 billion Social and Affordable Homes Programme (SAHP), which will operate from 2026 to 2036. This decadal funding framework is designed to accelerate the delivery of hundreds of thousands of homes for social and affordable rent, providing the industry with the long-term financial certainty necessary for capital investment and resource planning. This is further bolstered by the establishment of the National Housing Bank, a new Homes England entity authorised to deploy up to £16 billion in debt, equity, and guarantees. For housebuilders, registered providers, and investors, this institution offers critical liquidity and risk-mitigation tools to support large-scale regeneration and housing projects that might otherwise face financing barriers.
The agency’s transition to a regionally focused operating model creates new entry points for contractors to engage with local government. By strengthening collaborations with Mayors and combined authorities, Homes England aims to align housing delivery with specific regional infrastructure priorities. This shift provides an opportunity for subcontractors and suppliers to integrate into localized procurement frameworks that prioritise regional social value and employment. Additionally, the publication of the agency’s wider Investment Prospectus and the launch of the National Housing Delivery Fund offer a clear roadmap for partner organisations to access various interventions and products.
As Homes England pursues its Strategic Plan to 2030, the emphasis on “further and faster” delivery requires a highly responsive and technologically capable supply chain. The agency’s focus on unlocking land and providing flexible, longer-term funding indicates that the primary growth areas for the next decade will be in large-scale social housing and complex urban regeneration.
