2.1 Title: 1259 – Selkirk Flood Protection Scheme – Community Art Projects
2.2 Description of the goods or services required: The Selkirk Flood Protection Scheme (the Scheme), on behalf of Scottish Borders Council (SBC), is looking to procure an artist, or artists, to create permanent pieces of public artwork within the Scheme.Three zones have been identified together with a number of possible themes which artists may want to explore.The artworks should have some form of permanent physical manifestation however the development of this is open to the interpretation of the artists.Where possible, it is expected that locally sourced materials will be incorporated into the artwork.In developing proposals, and during the eventual construction work, significant engagement with the local community is expected.This commission will be undertaken in three distinct stages: Stage 1 – Concept Design; Stage 2 – Detailed Design; and Stage 3 – Construction / Installation.It is expected that each of the three pieces of artwork / installations will be complete by 01 September 2017.NOTE: To register your interest in this notice and obtain any additional information please visit the Public Contracts Scotland Web Site at

2.4 Total quantity or scope of tender: This commission currently has an overall budget of approximately £105,000.A number of local businesses and organisations are contributing to this budget. It is expected that a ‘funder’s plaque’ will be included on, or near, the artworks. Based on the current budget it is anticipated that circa £30,000 will be allocated to each zone however proposals with an estimated cost greater or less than this amount will be considered. Artists must demonstrate an ability to secure additional funding from external sources if their proposed artwork will cost more than £30,000.During Stage 2, each shortlisted artist will receive a single payment of £750 to develop their proposal. Any of this money remaining at the end of Stage 2 must be returned to the Scheme.No funding is available during Stage 1.

5.1 Additional InformationIt is expected that artists will be able to demonstrate experience in delivering this type of project. Artists should also demonstrate that they have the skills, knowledge and ability to deliver this particular project and lead the associated community engagement.The Stage 1 review will result in up to 12 Artists (four for each zone) being asked to develop their conceptual proposals into full detailed design proposals. This review will be undertaken by members of the Scheme’s Project Board and, if it is deemed appropriate by the Project Board, other qualified individuals.
