Aberdeen’s annual events portfolio offers a rich and varied programme of attractions, activities and celebrations throughout the year which are designed to attract visitors to the city, to improve the quality of life of those who live or work in Aberdeen, and to strengthen Aberdeen’s image and reputation. As part of the Council’s ongoing commitment to improving the city’s cultural and event offering, Aberdeen City Council seek a supplier of Fireworks Display Services for these events.
The Fireworks Display Services contract will cover all fireworks displays organised by Aberdeen City Council for the duration of the contract and below are the current known requirements.
The events programme is subject to change and amendment throughout the duration of the contract. The events, locations, dates, timings and budget indicated within this document are for planned displays in 2025 and are subject to change throughout the contract. The successful supplier will be notified annually of the events programme requiring fireworks display services.

III.1) Conditions for participation
III.1.1) Suitability to pursue the professional activity,including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:
Tenderers must be a member of at least one of the industry’s leading and recognised bodies, e.g. British Pyrotechnics Association (BPA) and/or the CBI Explosives Industry Group (EIG), for the duration of the contract.
The appointed contractor will not be allowed to sub-contract the whole contract and is responsible for the management and actions of all sub-contractors and suppliers on the site.
Tenderers must be a professional and competent company who can demonstrate sound working practices in line with the EIG Blue Firework Guide ‘Working Together on Firework Displays and provide good references from the delivery of previous similar events.
Any staff on site must have an appropriate level of competency in line with the duties to be carried out at the event.
The successful contractor is responsible for ensuring that all aspects of their work-related activity are safe, fit for purpose and compliant with all relevant codes of practice, regulations and industry best practice including, but not limited to;

The successful contractor should Contingency Plan to ensure a safe and successful display is delivered.
Aberdeen City Council reserves the right to, at any point, request certification and/or other evidence that the relevant regulations are being adhered to and that the management of the work is adequate. This will include inspection of work related activity throughout the contracts. This will also include attending and contributing to post-event meetings to discuss the success and areas of improvement following the event itself to ensure areas of concerns are rectified prior to the next event. Additionally, the council reserve the right to have an independent consultant to review the plans, procedures and paperwork of the winning contractor.
The tenderer will have in place rigorous risk assessment procedures complete with robust health and safety policies and reportable incident procedures for large public displays. Copies of these documents must be supplied by the successful tenderer before each display throughout the duration of the contract.

The council will agree with the successful supplier a number of performance targets/KPI’s covering all aspects of the service, including Planning, Preparation Performance, People and Community Benefits. These performance targets/KPI’s will be reviewed over the course of the contract. The successful supplier will be required to provide relevant reports on a schedule to be agreed.
