3. Contract Type: Supplies
Sub Type: PURCHASE

4. Description: Noise-measuring equipment. Noise pollution monitoring services. Vibration analysers. Dstl requires five portable DAS for measurement and recording of whole-body vibration, hand-arm vibration and airborne noise in a wide range of military land platforms for the purpose of evaluation and assessment the effects on comfort and health as per current British and International Standards and UK Legislation CVAWR2005 and CNAWR2005. The systems will enable capture of continuous time-history measurements of vibration acceleration and interior sound pressure level at various crew positions within military land vehicles simultaneously with video and GPS data. One ‘Full Setup’ system and four (or minimum of three) ‘Light Setup’ systems are needed. The systems will be used in extremely harsh motion environments and must be robust and highly ruggedized to prevent damage

Characteristics of the measuring systems, including accelerometers, mounting system, data acquisition, recording system, signal conditioning and calibrator, shall conform to ISO8041(2005), BSEN61672-1:2013 and BSEN61010-1:2010 or equivalent. The equipment set-up to comply with ISO2631-1(1997), ISO5349-1(2001) and BSEN61672-1:2013. The instrumentation and associated signal conditions shall give vibration and sound pressure level measurement errors no greater than ±5% of the measured value.
CCTV video of the interior of the vehicle and forward visual scene shall be able to record at a rate no less than 25 frames per second. The video recordings shall be acquired at a resolution no less than 640 by 480 pixels.
Each system shall allow all required vibration data to be collected simultaneously into the same acquisition system. The inter-channel characteristics (i.e. phase delay between channels) shall be specified.
Each system shall allow vehicle speed to be recorded with an accuracy of at least ±1 mph and vehicle position to be recorded with an error no greater than 5 m. It should be possible to relate the GPS and video recordings to the measured accelerations to an accuracy of at least 0.5 seconds.
Each system will provide vibration, sound pressure level, GSP and video recordings in a suitable specified format for use by others and for archival storage.
Each system will be provided with data acquisition and post-processing software for measurement, evaluation and assessment of human exposures to vibration and noise in accord with current British and International Standards and UK Legislation, including ISO2631-1:1997, ISO5349-1:2001, ISO8041:2005, BSEN 61672-1:2013, CVAWR2005, CNAWR2005 and DEFSTAN00-27.
Commissioning, testing and half-day training (up to five persons at Authority’s premises) at the time of delivery is required. Two-year support contract for software (e.g. helpline, upgrade) is required and a minimum one-year warranty for Data Loggers.

Detailed Statement of Requirement of both systems and Invitation to Tender documentation are available from Mike Young (myoung1@dstl.gov.uk). All tenders must be returned by 1300 on 15 September 2017.
