The purpose of this tender is to give qualified companies the opportunity to be considered to enter into a contract with the Awarding Authority to provide a comprehensive heating Installation service in the Specified Location as part of a 3-year grant funded project called Well@Home. All of the properties will be private or private rental properties where householders are suffering from chronic illnesses and are in fuel poverty.

Total quantity or scope of tender
The Melin Homes central heating installation service will provide high quality, high energy efficient gas central heating boilers. The purpose of this service is to meet the needs of Home Heating Cost Reduction Obligation (HHCRO) eligible householders who need a full gas fired heating system, or have a broken boiler (in line with the current definition as defined by Ofgem for the purposes of the HHCRO scheme) who require the installation of an energy efficient gas heating boilers in accordance with the eligibility criteria for HHCRO (ECO). It is anticipated that, in line with the above, the service will also provide measures to those eligible under local authority Flexible Eligibility statements.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
It is the Awarding Authority responsibility to deliver and report on Welsh procurement, supply-chain opportunities, resource and waste, targeted recruitment and training (TR&T) and community donations, to enable us to monitor our economic and environmental impact in Wales. Therefore, a contribution of 0.5% off the total value of this contract must be paid by the contractor into our sustainable community fund, please see the table below with examples of values. In addition to this all contracts over £100,000 must deliver targeted recruitment and training opportunities and contracts between £20,000 & £100,000 must consider for work placement, work experience or volunteering opportunities.
