4. Description: Harrogate Council is seeking to award to a Single Supplier for the provision of Biomass Fuel to EN14213:2003 for the purposes of electrical power generation. This contract represents a supply to the Council for fuel to a Combined Heat and Power (CHP) installation at the Harrogate International Centre. The fuel must comply with the sustainability criteria of the Renewables Obligation, as determined by Ofgem, and Breeam 2008 standard BES 5053: Issue 3.0 class Energy 5 low or zero carbon technologies.
