Strategic Business Development and Intelligence (SBDI) team would like to engage with the market to investigate possible solutions to support the Council to develop an understanding of the population of Specified Location, down to very local geographies in terms of: Age and life stage; Lifestyle; Household composition; Digital engagement; Access to transport; Engagement with culture; Attitudes and behaviours; Educational attainment (adults); Affluence and finance; Income and benefits; Housing – type and age; Employment; and Health. Information gathered through this market engagement will used to inform a future procurement strategy for the required solution. Background: The Awarding Authority is the largest county council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. Requirement: Within the Council, SBDI, Public Health and Growth, Environment, &Transport (GET) functions are currently using segmentation products to inform how the Council understands and engages with the population of Kent. To maintain the ability to deliver analytics and research to the same scope and quality (or better) these teams require a suite of products and tools as follows: 1. Data (a segmentation model); 2. Address matching tool; and 3. Geographical Information System (GIS). These three tools need to work together with the GIS providing a platform for the analysis of the segmentation data and the address matching tool providing the link between the Council’s data sets and the segmentation.
