Dual stage – Candidates must first pass a selection procedure before being invited to tender or negotiate.
4. Description: The awarding authority manages the NHS Wales property database and is is seeking a supplier of property management software. NHS Wales has a property portfolio of approximately 400 freeholds and 600 leaseholds.
The supplier must be able to demonstrate the following:-
A proven track record in delivering effective and modern property management software
Excellent references from its users
Experience of working with large public sector organisations
Experienced software team capable of providing training, designing additional functionality and an accessible helpdesk
Capability to successfully migrate existing data onto new system
Financial stability and track record to inspire confidence in continuity of service going forward
The software must have the following features:-
Product must already be in a developed and functional form
Cloud / Web based system to allow remote access from users in a variety of locations across Wales
User friendly system which is swift to operate and navigate.
Flexible format which can be tailored to suit client’s specifications
Bespoke reporting function
Bespoke notifications function including email notifications
Ability to store unlimited documents
Ability to link to GIS based mapping system
Potential to expand functionality e.g. compliance, maintenance, service charge monitoring, space utilisation
Ability to define user rights (read only to amend)
Demonstrably secure data
Robust data back up
Timescale:-
The awarding authority requires the software to be ready for installation from the last quarter of the 2016/17 financial year. The Initial term will be for a period of 3 years, thereafter subject to a further extension of up to 2 x 12 months, at the sole discretion of the Contracting Authority.

This procurement will be undertaken in two stages; a Qualification stage and a subsequent Invitation to Tender (ITT) on the website below.
Only the three highest scoring suppliers whom have satisfied the requirements of the qualification stage will be invited to submit tenders.
Contract award will then be undertaken following evaluation of ITT submissions in accordance with the criteria defined within the ITT documentation on the website above.
