4. Description: The University is running two concurrent Tenders; 16-02A the provision of Bus Leasing and 16-02B The Provision of a Management Bus Service, only one option will be successful. The University reserves the right to award the Contract to the most suitable option to the University.
The University of Wolverhampton (the ‘University’) is reviewing options to establish a contract for the leasing of six double deck buses. Notwithstanding the above, a Single Provider (the Contractor) is required for the requirements for the Provision of Bus Leasing and Associated Services the University.
The requirement is for six double deck buses as detailed in section 2 of Schedule 1 Scope and Specification.
A Single Provider is required for the requirements, subcontracting of finance arrangements is permitted as part of the contract; however this provision must be managed by the Service (vehicle) Provider directly. The University is to have no day to day direct dealing with the Leasing Company.
There must be robust Contract Management Arrangements as part of this Contract. It is a prerequisite of the contract that a dedicated Account Manager/Key Contact is provided from the Service Provider. The Contractor must have robust provisions in place, to provide a full preventative maintenance and repairs package with proven PSV (Public Service Vehicle) experience of both the chassis and body products. It is a precondition of the contract and must include all planned services and operating licence inspections including RFL & MOT costs. It is permitted that the service management arrangement can be subcontracted to a third party providing they meet the requirement herein. The Contractor must have adequate resource to ensure the least possible disruption to the Universities current operating schedule which is between 06.00 to 23.00 hrs on a Monday to Friday basis.
Pass/Fail requirements include:
The Tenderer must have a minimum annual turnover of £3.5m
The Tenderer must have a Credit Safe Score of ≥30
The Successful Contractor must have £5m Public Liability Insuranc
The Successful Contractor must have £5m Employer’s Liability Insurance
Delivery of vehicles must be no later than the end August 2017
The successful Contractor must have ISO9001 Quality Management Systems
The successful Contractor must have ISO18001 Health and Safety Management Systems (or equivalent)
