The NATO Communications and Information Agency is to invite bids and award a contract for the procurement of new Land C2 Software.
Project DEMETER is the name given to this project. It is the responsibility of thecontractor to integrate DEMETER within the NATO Enterprise, to migrate the data fromthe existing Land Command and Control Information Services (LC2IS) and to addressthe initial training aspects of the capability.
Currently, the NATO Land Command and Control requirements are supported byLC2IS. DEMETER is intended to replace LC2IS to provide an updated capability forCommand and Control (C2) of NATO Land Forces at the Strategic and Operationallevels, including provision of a Recognised Ground Picture, Enablement of BattlespaceManagement and exchange of information and knowledge across operational domainswithin the NATO Command Structure (NCS), NATO Force Structure (NFS) and NATONations.
It is intended that project DEMETER will:
provide the software in support of NATO FLC2 operations. It will be usedacross the full spectrum of NATO operations and missions to support
C2 needs of the NCS across strategic and operational levels;address initial training aspects of the capability with the provision of thetraining to the NATO trainers, support personnel and users
migrate from LC2IS to DEMETER
