Reason for Award: The Battle of Britain Memorial Flight (BBMF) Support Team, which is part of UK Ministry of Defence (MOD) DE&S, urgently requires a serviceable engine in order to operate their Chipmunk T Mk10 aircraft. No engines of the required standard are available from any known alternative Service sources in the required timescales, so to meet the requirement, it is proposed to place a contract with Vintage Engine Technology Limited for the supply of a zero-hours Gipsy Major 8 engine.
The contract covers the supply of a dressed zero-hours Gipsy Major 8 engine for the Chipmunk aircraft comprising of the following: the provision of a reconditioned ‘zero life’ Gipsy Major 10/2 engine; conversion of this engine to Military standard Gipsy Major 8 engine; dressing of the engine; bench testing of items in the fuel or oil delivery system and of the dressed engine on a suitable rig to enable operation throughout the engine rated power band; preparation for transportation of the engine in the appropriate stand/crate. The contract has an estimated value of <£50K and a duration of 1 (one) month.
Justification For Non-Competitive Decision: It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 32(2)(b)(ii) Directive 2014/24/EU (Regulation 32 (2)(b)(ii) of the UK Public Contracts Regulations 2015). Vintage Engine Technology Limited are in possession of the only known engine of the required technical specification and life. It is therefore not possible for the Authority to hold a competition for the provision of the engine.
